The Engineering, Urban development and Environmental Management is responsible for managing municipal infrastructure and guiding sustainable urban development in Swakopmund. The department oversees roads and stormwater systems, processes building and development applications, and municipal infrastructure projects, including quantity surveying and project cost management, manages GIS spatial information, and ensures that development complies with environmental and municipal regulations to promote responsible, well-planned growth and efficient service delivery.

Building Control and Design Office
This office is responsible for reviewing and processing building plan applications, monitoring construction activities, and ensuring that all building and development works within the municipal boundaries comply with applicable regulations, standards, and approved plans.
Works Section
This section is responsible for the maintenance and management of municipal infrastructure, including roads, stormwater systems, public buildings, and the municipal vehicle fleet, to ensure reliable and efficient service delivery.
Water and Sewer Section
This section manages the operation, maintenance, and functionality of the municipality’s water supply and sewer infrastructure to ensure sustainable and efficient service provision.
Project Section
This section oversees the planning and implementation of municipal infrastructure projects. It is responsible for project coordination, infrastructure development, and quantity surveying functions, including cost estimation, budgeting, and financial management of municipal projects.
Aerodrome Section
This section manages the daily operations and maintenance of the Swakopmund Aerodrome to ensure safe and efficient aviation services.
GIS Office
This office provides geographic information and spatial data services to support infrastructure planning, development management, and informed decision-making across the municipality.
Environmental Management Office
This office ensures environmental compliance and promotes sustainable development through environmental assessments, monitoring, and the implementation of environmental management practices, including the Environmental Management System (EMS).
