The Junior Town Council (JTC) aims to provide a platform for the Swakopmund youth between the ages of 15-17 to engage in community development activities. The members participate in various activities, such as organizing community events, addressing issues affecting young people, and giving input on socio-economic development from a youth perspective. The Junior Town Council strives to empower young people through activities that are geared towards capacity building and leadership development. The JTC comprises learners in Grades 9 to 11 from various Senior Secondary Schools within Swakopmund.

Vision

To empower the youth of Swakopmund by fostering an inclusive and sustainable community where every young person is equipped with the skills, opportunities, and support.

Mission Statement

To engage and inspire the youth of Swakopmund through active participation in local governance, community projects, and leadership development, fostering a sense of responsibility, civic duty, and a commitment to the sustainable growth and prosperity of our town.

The purpose of the JTC is:
  • The JTC strives to work towards serving the community of Swakopmund and its youth by addressing the social challenges they are faced with.
  • To discuss and provide innovative ways for the Swakopmund Council as well as for the members to learn the necessary leadership skills to become positive, proactive members of the community.
Portfolios

The executive positions consist of the following portfolios:

  • Mayor
  • Deputy Mayor
  • Chief Executive Officer
  • Public Relations Officer
  • Accountant/Treasurer
  • Secretary
The ordinary Councillors are then split into the different departments as per their interests and strengths. These departments are:
  • Operations and Administration
  • Public Relations and Marketing Department
  • Finance Department
All interested youth in Swakopmund are encouraged to apply, if they meet the following requirements:
  • New members (Grade 9 learners) are only eligible to join the JTC if he/she has obtained more than 60% in at least five (5) subjects. Most recent reports must be presented.
  • New members are only eligible if they have not had any serious or continuous disciplinary problems at school or broken any criminal laws.
  • Three candidates shall be nominated by each of the schools various schools.
  • The candidates will also be interviewed by the senior members (Grade 11’s) of the JTC and various independent parties (still to be specified). A scoring system will be used and be observed by the Grade 10 JTC Members and the PA to the Mayor.
  • Member is only eligible if he/she has been a resident of Swakopmund for more than one year.
  • Only Namibian nationals are eligible to serve on the JTC.
